Founder of What about Dem and researcher at the European University Institute (EUI), Jonathan Moskovic has dedicated more than a decade to strengthening the role of citizens in democratic decision-making. Throughout his career, he has worked with local authorities, national governments, parliaments, international organisations and civil society actors to address a fundamental democratic challenge: how to meaningfully involve citizens in defining a shared vision for society and help institutions translate these aspirations into public policy.
His work focuses on designing and implementing innovative forms of citizen participation, and advising institutions on democratic reform and governance. He is particularly interested in creating durable bridges between citizens and decision-makers, ensuring that public policies are informed not only by expertise and electoral mandates, but also by collective reflection and lived experience.
Among his most notable achievements is the creation of Brussels’ deliberative committees, a pioneering democratic innovation that brings together randomly selected citizens and elected representatives to deliberate and formulate policy recommendations on an equal footing. This model has become an international reference for institutionalised citizen participation and democratic innovation.
At the heart of his work lies a simple conviction: democracy is not merely a system for choosing leaders or making decisions, it is a collective process through which citizens shape the future together.
